Subject Property

The subject property is located at 674 Highway 214, Belnan, and is identified as PID 45112810. The land is designated and zoned Highway Commercial (HC). The property is approximately 0.85 hectares in size and has approximately 56 metres of frontage on Highway 214. Property to the northwest of the subject lands is zoned Agricultural Reserve (AR) Zone, and lands to the south and east are zoned Rural Use (RU) Zone. The existing commercial building on the subject lands is approximately 771 m2.

Details

The applicant has requested an amendment to the Highway Commercial (HC) Zone to increase the maximum commercial floor area from the current 930 m2 to a larger area that would accommodate a proposed new commercial building and other future structures. Planning staff are recommending that the floor area be increased to 2,750 m2. There is currently a 771 m2 commercial building on the subject lands, and Cores Worldwide Inc. is proposing a second 378 m2 commercial building for the property, with the intention of constructing another building in the future. The intent of the Highway Commercial (HC) Zone is “to provide for commercial uses which make extensive use of land, especially automobile-related uses that serve the travelling public.” Under the current Highway Commercial (HC) Designation policies, there is no ability for the applicant to apply for a development agreement to permit a larger commercial floor area. Therefore, staff have proposed amending the maximum commercial floor area to 2750 m2, which is consistent with the overall maximum floor area in the General Commercial (GC) Zone. The GC Zone permits both commercial and residential uses on the same property and is intended to “provide areas within the community that are primarily retail and service business in character which fit in primarily residential areas.” The HC Zone does not permit new residential uses; however, there may be properties zoned HC that have an existing residential use.
