Request

To redesignate and rezone PID 45147154, PID 45147253, and PID 45187242 to Rural Comprehensive Development District (RCDD) Designation and Zone. The application also seeks to enter into a development agreement with the Municipality for the same properties, with the addition of PID 45155314, PID 45403144, PID 45392602, and PID 45155306, to permit a 550 dwelling unit bare-land condominium development with 24.6 hectares of multi-use development (commercial & residential).

Subject Property

The subject properties are shown on the map to the right and are identified as PID 45155314, PID 45403144, PID 45392602, and PID 45155306, East Uniacke. These lands are located adjacent to Village 1 and Village 2 of the existing Cottage Country development and along Nature Drive. The total area of the subject lands is approximately 323 hectares (798 acres). The size of the original application area was 418 hectares (1088 acres). The subject properties are zoned Rural Comprehensive Development District (RCDD). The existing Cottage Country development owned by Hants County Condominium Corporation No. 6 and Hants County Condominium Corporation No. 12 are zoned RCDD. Lands owned by the Municipality of East Hants, and used as a Municipal Park, are zoned open space.

Details

The purpose of this application is to enter into a development agreement to permit a 370 dwelling unit bare-land condominium development with 9 hectares of multi-use development (commercial & residential live/work units). The concept plan shows the 370 dwelling units and the multiple use lands divided into five (5) different condo villages. All condo units will be on average over 0.4 hectares (1 acre) in size to accommodate onsite services. Currently, the proposal shows two open space parcels that could be used as part of the open space contribution. However, staff from PRC are working with the developer on potential improvements that could be made to the existing Municipal Parks. Other parks and trails within the condo developments will be owned and maintained by the future condo corporations. Private roads within the condo corporation are proposed to be constructed to Municipal standards for private roads. Staff have requested that the current emergency exit to Long Lake Road be upgraded to a Municipal Road to allow for a second public road to service the potential 771 dwelling unit owners and commercial operators. Together with the existing Cottage Country development, there are proposed to be 771 bare-land condominium units as part of the development, for an approximate future population of 1,850 residents.
