
The Municipality hired FBM and Englobe to complete the Secondary Planning Strategy. These consultants began this project in Spring 2024 and completed it in July 2025.
Council will now consider the recommendations in the Secondary Planning Strategy and how to move forward those recommendations.
The Municipality is experiencing high levels of growth and in recent years several large parcels of land in South Corridor (Enfield, Elmsdale and Lantz) have been approved for development. We are now facing a limited supply of land with municipal water and wastewater services available.
Council has identified land to the west of the Lantz interchange as one location where future development growth may occur. Much of the land within the Secondary Planning Strategy has been identified for future development growth for several years.
Having a plan in place will lead to a better design for the community and help the municipality consider what infrastructure is needed for the land to be developed in the future.
When developing the vision and plan for the future development of the land, we asked the community for feedback, including landowners in the study area and local residents.
A secondary plan contains policies and zoning regulations in an area of the Municipality where major changes are expected and desired.
The Secondary Planning investigated what may be required to provide the area with piped municipal water and wastewater services. We looked at how the land will connect to existing roads.
The Secondary Planning Strategy identifies housing with a variety of density, commercial, mixed-use business park and un-serviced residential.
The East Hants Municipal Planning Strategy and Land Use Bylaw will need to be amended to provide planning policies that Council will consider before approving development. The study also identified constraints which need to be investigated prior to any development approval which includes the need for a new vehicular bridge over the Nine Mile River and a Comprehensive Infrastructure Master Plan. The land is also in private ownership by several landowners.
