Building Permits & Inspections

A building permit is needed to start construction of a house, barn, commercial building, garage or other structure. Building permits ensure buildings are constructed using the proven safety standards and materials of the National Building Code.

To make a full application for a building permit the following are required: floor plans, building elevations, plot plan, site plan, cross section, lot grading plan and a copy of approvals from other government agencies (Nova Scotia Environment for septic, and Nova Scotia Department of Transportation and Infrastructure Renewal for road access). A location certificate is also required by a surveyor once the footings have been installed.

Development permits are issued along with building permits to ensure that the development meets the requirements of the planned area of the Municipal Land Use By-Law. Generally, Mount Uniacke, Enfield, Elmsdale, Lantz, Milford, Shubenacadie, and a part of East Gore are located in the planned area. Outside of the planned area is the Wind Energy Zone where only wind turbines require development permits.

INSPECTIONS

New construction requires seven mandatory inspections.

1. Footings: Call when the footing forms are removed and before the foundation forms are started. A surveyor’s location certificate is required to verify the location of the footings.

NOTES: Foundation footing and/ or slab perimeter drains shall not be placed or directed into a ditch owned and maintained by the Nova Scotia Department of Transportation and Infrastructure Renewal or the Municipality of East Hants. Rain leader downspouts cannot be connected to the footing drains.

2. Foundation: Call when the damproofing is complete, underground plumbing installed, perimeter drainpipe installed and covered with six inches of gravel on the sides and top. A foundation inspection will not be done until a Surveyor’s Location Certificate for the footings have been received and the location verified to the requirements of the Land Use By-law.

3. Underground Plumbing: Call when the underground plumbing is complete. This inspection is not necessary if it was inspected at the foundation stage.

4. Underslab Insulation: Call when the underslab is completed.

5. Framing & Rough Plumbing: Call when the structure is completely framed, roofing shingles are completed, windows and doors installed, mechanical ventilation, plumbing and electrical work rough are completed.

6. Insulation & Vapour Barrier: Call when the insulation and vapour barrier is complete. Drywall is not to be started until this inspection is passed.

7. Final Inspection: Call when the building is complete and ready for its intended use and occupancy. Decks, stairs, guard and hand rails must be completed. Lot grading requirements must be met and a civic number posted before an occupancy permit can be issued.

NOTES: Each dwelling shall have a mechanical ventilation system installed that is capable of providing a minimum of 1/3 air exchange per hour.
It is the responsibility of the property owner, contractor, or consultant to arrange for inspections.

A $50 fee is charged for a building inspector arriving on a site when the development is not ready, or they cannot gain access. Please contact the department for information on fees.
