Road Gap Paving Project

Background Information

On February 23, 2022 East Hants Municipal Council approved a motion to proceed with a local improvement program to pave currently un-paved public road gaps identified in the Enfield, Elmsdale and Lantz corridor area.

What is Happening?

There are currently stretches of roads in municipal subdivisions that are unpaved. The Municipality is improving these areas by filling in and paving the gaps. Prior to developers being required to pave new subdivisions, paving was a shared responsibility of the Municipality and the property owners.

What are the Charges?

The project will include $150,000 of funding from the Municipal Paving Reserve in addition to the charges imposed on affected property owners based on three different charge categories.

The approved charge categories for property owners include:

Charge Category 1 – Properties with direct or dual access to an identified unpaved road: Charge of $3,836.55

Charge Category 2 – Properties with indirect access to an identified unpaved road:
Charge of $511.54

Charge Category 3 – Properties that have alternative access and those identified as being in the neighborhood that would likely benefit from the paving: Charge of $165.46.

Most of the older subdivision roads that are paved were paved through the paving petition process, which saw homeowners on the roads paying for the paving to be done through a local improvement (with government contributions to the project). These charges were usually between $2,000 and $4,000 (depending on the road frontage) and were paid for upfront or over a 10 year period on the annual tax bill.

Project Timeline

Paving is scheduled to start in 2023, with final billing to take place in Summer 2023.
