Municipal Departments


Municipal staff at East Hants make up six departments that deliver programs and services to the community. Staff follow the Strategic Plan to implement and prioritize initiatives.

The Chief Administrative Officer is the senior staff person responsible to Council for the administration of municipal affairs. The CAO supervises all departments and ensures a collaborative approach by staff to implement Council directives. The CAO’s duties include:

  • Information, support and guidance to Municipal Council to assist with the development and evaluation of strategic directions, policies and priorities
  • Leadership and management of administrative functions of the Municipality
  • Guides implementation of council policies and priorities
  • Monitors all administrative services to ensure a balanced budget
  • Ensures appropriate staffing levels for all departments

The Planning & Development Department is responsible for the delivery of planning-related services to residents and businesses of the Municipality.

Responsible for the following services:

  • Development Control
  • Community Planning
  • Bylaw Enforcement
  • Planning Applications
  • Building Permits & Inspections
  • Emergency Management
  • Heritage Program

Contact: 

The Infrastructure & Operations Department provides operational services to the residents and businesses of the Municipality. This department is responsible for the growth and enhancement of the community’s infrastructure in a reliable, sustainable, cost effective and environmentally responsible manner.

Responsible for the following services:

  • Providing safe drinking water to Water Utility Customers
  • Collecting and treating wastewater in serviced areas
  • Delivering curbside waste collection services and operating the waste management facility
  • Environmental stewardship and meeting environmental regulations
  • Monitoring and maintaining municipal roads, sidewalks, and streetlights
  • Managing Capital Projects for future municipal assets
  • Managing municipal technical construction standards for the Municipality and developers

The Parks, Recreation & Culture Department delivers programs and services that embody a healthy, active and community focused way of life for residents, visitors and businesses.

Responsible for the following services:

  • Community programs, activities and special events
  • Recreation grants, youth sport and funding to support community groups
  • Annual volunteer recognition awards
  • Parks, Trails & Playgrounds
  • Aquatic programs and swimming lessons
  • Community Development

The Finance  Department is responsible for taxation, water utility financials, accounting and treasury management for the Municipality.

Responsible for the following services: 

  • Reception services at Lloyd E. Matheson Centre
  • Tax and water billing and collections
  • Administration of the Municipal Tax Program
  • Fire department liaison and bookkeeping
  • Annual financial statements
  • Annual treasurers report
  • Operating and capital budgets
